I found on-line the cheapest in the moment rental car company in Puerto Rico, U-Save! I needed a car for 3weeks, so the price was important. What a mistake I made.
First we waited for the car over an hour
Then The car was so scratched and bend that we run out of space in the exciting damage marking paper.
We started driving and found:
The radio did not work
The back speakers were making a terrible annoying noise all the time
There was no Windshield fluid (found this on the highway when I really needed to wash my windshield)
The air pressure in the tires was very low (the indicator for air pressure staid ON most of the time)

But all of this I can somehow accept. What happened next was not acceptable.

After a short drive from my hotel to the local grocery store we could not start the car. The battery died.
And there was me with my wife, a baby and a 2year old kid all stack at the parking of the grocery store.
It was not easy to find help. The U-Save did not have anyone to help in the area. They told me to go to buy a new battery and they will reimburse me for the cost of the battery. Non of this was helping in the moment. People from the store cam to help , but did not have a jumper cable, so we needed to charge the battery and start the car this way. It took over two hours on the burning hot parking lot.
Then I spoke with U-Save and ask for discount. If I need to drive an unreliable basic car for 3 weeks I should not pay nearly as much ($26/day). After 2h on phone calls with them it was clear that they can not fix the car , but marked me in the system for discount.
For the rest of my vacation I did not turn-off the car when go to the stores and other short trips. I was always aware of where we go and and that the car may not start again.

The surprises came again when we returned the car. No one in the office in the morning and no drop of box. Our flight was at 8:55am and they did not come until 8:07am. this was stressful.
We could not settle the paperwork and the discount since we needed to run to the airport.

When the Credit Card Statement came they charged me Full price. So I needed to call back expecting 50% or more discount, but after a long time on the phone I have been told that they do not give more than 10%... Now I am waiting for my 10% discount ...

I will not rent again from U-Save, it did not save me anything. The price was just few dollars less than other high quality and reliable companies, so next time I will really save bu renting from someone else.

My recommendation to ALL, do not go after the few dollars cheaper price. It is actually too expensive for what you will get. Unreliable and non-maintained cars.

Bad experience

I had almost the same situation.  I went to pick up my rental after two delayed flights.  The employee told me they almost cancel my reservation because I wasn't there by the time I said.  I told him about the two delayed flights and he didn't care and respond with bad attitude.  Finally "found" a car and it was bend and scratched all over.  No power window, no power locks.  It's ok I'm only here for a week for business.  After two days with the car, the radio stop working, the brakes were making a weird noise and after I put some gas the car won't start.  I was embarrassed to think that could happen to a tourist.  I'm from the Island and I know customer service is not the best always.

Gross Exxageration

I have rented vehicles from U-Save in Isla Verde approx. 7 times within the last 18 months and find the complaint to be extremely exxagerated.  Each time I've rented from this office I've been treated with respect, given a clean vehicle and charged only what was reflected when I made the reservation. For the complainer to come up w/ so many problems at one time is incredulous; I believe none of it.
