Well this guy told me that he can turn my 200 into 2000 by purchasing a vanilla reload card and loading it with 205.00 and that I can redeem my money at the Walmart money center so he tells me to send him the information which is the pin number and the exact time on the receipt did that he calls me back tells me that I can head over to the money center process is about finish but then tells me by me calling and checking my balance delayed the process so I would have to purchase another card for the same amount in order for it to go through but this time it would double to 4000 two hrs went by he didn't answer my phone calls or text so I go to Walmart money center ask the associate could they redeem my money off the card they told me that they don't unload cards or the vanilla reloads so right then I new that I had been scammed out 410 dollars I want my freakin money back this guy needs to be arrested

So a stranger approaches you about running a scam ('turn $200 into $2000'). The stranger was appealing to your greed. How do you think that $200 was going to turn into $2000? There are only two answers if you aren't investing the money: either its a scam on you or a scam for someone else.
The minute the stranger asked you for the PIN number, then you know its a scam on you. Why did you give him the PIN? And then you fell for it again!
Most of the time I feel sorry for the people that don't understand that giving out their PIN's and card id info to strangers on the phone is the same thing as giving full access to the $$. But I don't feel sorry for you because your entire intent right from the start was to scam someone else. So, in this case, the scammer was scammed.
