All you have to do is contact them at the 800 number and let them know this is fraud. They will reverse charges and note this form of payment was done without permission. You also need to call your bank. They can handle it as well.
All bill matrix does is take payments either by web, phone or live agent and they are given account information and credit card numbers that are processed. Anyone can steal information and use it on the auto pay or automated system to pay their bill.
