I ordered a fan blade for a rolls royce of mine but this "Steve" from rolls royce restorations sent me some cheap blade off some other vehicle. I compained that it was the wrong blade and needed to return it. Steve agreed but I then needed 4 window motors for the same car. Steve said I would have to add $100 and he would sell me the four motors.


It has been over 6 weeks now and no motors have been received. I will see what my legal options are as there are a lot of customers of his from ebay that left him negative feedback as well. His second ebay account was closed down and most likely he has created a third one now.

I would stay away from this crook. If you need parts, check elsewhere. Steve will tell you he has parts he doesn't have just to take your money. If you have any questions do not hesistate to contact me.

update, 6/11/10    this guy is a real trip ! i got promised the world to end the police investigation by the broward county police, but i'm not now i want him to go to jail ! he tried a trick of sending money to me so this will be moved to civil so do not take anything but a complete refund. this guy is full of tricks and will tell you that "he works on a sgt. of the broward sheriffs dept rolls royce so you better not mess with him" and that connection  protects him from anyone trying to put him in jail. i've talked to the officers at the broward county sheriffs and everyone there are really good guys with high moral standards that any person on the right side of the law can respect. if you been ripped off contact them now. this guy got to learn that you can not just steal peoples money and live like it's okay. i lost $3700 to him and i've flew down twice just to talk to people around him and find out everything i can to make sure he going right to jail with no stops. it all starts with us banding together to put this scum out of business .  protect yourselfs don't buy from him !

rip-off king steve cannon

i won a 1958 rolls royce on ebay from him,paid $3700.00 and got nothing but lie's. he promised a refund but that never happened. and because i contacted others who have been scammed by this guy he has given one person his parts after ted vernon a very respectable rolls royce guy came to his shop and demanded him to give them up the parts . also he made a bunch of remarks about the guy being polish and he found out that a cop investigating him is polish as well.i'm sure i won't get my $3700.00 back but i'm sure going to help the police and any other person recover their money if i can. please note he has changed his ebay user name to: rolls royce connection from silvershadow parts.also look in steve cannon and steve w. cannon. i'm paying a investigator in FL. to deep up info on any of his crooked deals he can so they can confirm this guy is a crook and maybe get their money back. anyone reading this should stay away from the rolls royce parts connection on ebay, ebays safeharbor is looking into this as well.

Even if the account was closed you could still dispute, that is why they hold all the funds of the sellers for 180 days if they close or get suspended. That said after too much time has elapsed there is virtually no chance to dispute unless a credit card allows a charge-back. Paypal can be pretty harsh to poor sellers if you are expeditious, that is the key.

Well the good news is he is still in contact. The bad news is a postal money order may not give any recourse if he does end up screwing you. I am sure there is a way to stop payment, but if it was already cashed, it is gone. Perhaps he will make good, keep our fingers crossed.

Anyhow best of luck and thanks for warning others about this guy.

I like using ebay to get those hard to find parts as rummaging all over the world would not be feasible or economical any other way, but like anywhere else you shop..buyer beware. Use the tools properly and your transactions will be protected.

Thanks for the advice guys but ebay closed his account and paypal denied the claim because the seller's account has been closed. The original $200 was paid near the end of February 2010 and the additional $100 was sent as a postal money order in March 2010.


The seller just sent me an email this morning saying the motors should be arriving today/tomorrow. If it is not here by the end of the week, I will simply request a refund check.

Supposedly he has sent the motors out AGAIN because I did not receive them the first time, although he has no tracking numbers! He claims he has sent out $1,600 worth of motors! The motors are $75 each..! He is trying to make himself look like a victim now but no worries. I am thinking of just contacting all the ebay members that left him feedback and seeing about filing a joint lawsuit against this seller. I don't mind losing even more money just to teach this person a lesson. I won't threaten him with legal action, I WILL take legal action! He won't get a warning, he'll just be served one day.

Meanwhile I hope this post here warns other buyers so they know to stay away from him.

Some more help...possibly

I notice you state in the report it has been over 6 weeks, so in that case it is going to be a little more difficult to dispute if you paid more then 45 days ago..but don't lose hope, I will explain.

If you paid by a credit card..even through paypal, generally you have at least 90 days or longer in some case to request a charge back..and you won't have to deal with the dispute process.

If you did not use a credit card, use can still lodge a dispute with paypal, and the ebay resolution center, even if it has been past 45 days..it is just a little more difficult. You have 45 days from the DAY you submitted payment so if you have surpassed that amount of time, here is what will happen. Paypal will encourage you to work this out with the seller, and may imply they will take no further action..but very often they will still investigate..and if others were defrauded, regardless waiting more then 45 days..will send refunds to everyone who disputed if they can determine this in the investigation. Since others most likely had a bad experience, you may want to contact them from the negative feedbacks, and tell them to lodge disputes if they have not already. Also going in your favor, is the fact that you state he has closed the account and opened a new one. This means all funds from the last account are on hold for 6 months, and all transactions from the new account, are subject to 21 day holds.

You'll likely see a message that indicates because it's outside of the 45 day dispute window that we won't take action to recover funds, but will investigate your report of the seller's activity. Emails to this effect will be sent to you and the the seller...

If it is within 60 days of the initial transaction date and the item was
purchased on eBay, please contact eBay for further information as you
may be able to file a claim with eBay directly. PayPal reserves the
right to reopen any claim for investigation within 180 days if multiple
complaints are received about a single seller. We will notify you if
this is the case.


To the seller:

We are contacting you to let you know that we will not be continuing this
investigation because this complaint was filed 45 or more days after the
original transaction date. However, we reserve the right for the next 180
days to begin an investigation if we later determine that this complaint
should be examined.


This gives the impression that they may do nothing, but it is only because the policy is 45 days max, and this is one if the few measures they have that actually protect sellers, so they need to use caution, and make sure there is just grounds to investigate. So do not be discouraged by any notices that imply they are not investigating, because they will see if others were ripped off and decide by that if they should make an exception to the 45 day limit.

In the worst case, you may have to handle this on your own as no company or business will investigate forever, there are limits. But you can always sue, or threaten to sue the seller with a legal letter head..This can often put the wheels in motion and get you some recourse.

A lesson learned is if you don't receive shipping confirmation, or the item within 2-3 weeks, lodge the dispute ASAP. If you communicate with the seller by email, and not through the resolution center, often this can be a ploy by the seller to stall and buy some time until the 45 days have elapsed, making it that much more difficult to dispute.

how did you pay?

If you used paypal or a credit card you can lodge a dispute. Ebay as well will offer dispute and recourse if a seller does not send in item.

I understand it may be hard to find parts for that car, but if you noticed this seller had a lot of negative feedbacks why did you take a chance?

By law the item has to be shipped in 30 days (FTC), and you have 45 days to lodge a dispute so get on it. I also don't think it was wise when you contacted him that the fan was wrong, that you then ordered more parts and sent more money..but I restore old cars myself and I know how it can sometimes be like striking gold to find some parts.

But I always use the ebay tools such as feedback to determine if I want to deal with a seller. That is why it is there.
