While on active duty in the military, I was stationed at NASCC, my wife and I moved here due to the waived deposit for military memebers. Big mistake, upon move out we spent 2 days cleaning the apartment top to bottom (normal practice for us to leave something better than we recieved it) including shampooing rugs. We were sent a cleaning bill of $185, 2 months after moving out. When I called to dispute it the manager asked me if I took pictures or video of the apartment upon move out, which of course I did not because I thought this was an ethical business. She told me "Well then good luck proving it was clean, we are waiting for your check". I of course did not pay the bill and now have it on my credit score. This place is bad news beware!

You may actually not only not owe the money, but may actually be able to make a claim against the management company/landlord.
In every State there are strict requirements as to how long a landlord has to notify you of damages after you move out if they are holding a deposit. In most cases it is at most 14-30 days. If they didn't notify you until 2 months later, they may legally not be able to collect on this debt. In some cases when they notify you late they may also be subject to additional damages. However, because you didn't actually have a deposit this may or may not be valid in your case.
If your base has a legal department you may want to ask them if they can let you know the specific laws.
If the notification was legal, then your only option may be to file a small claims suit against them. If they charged you for cleaning. If you can show you cleaned it, such as receipts from the cleaning company, that may be enough proof for the judge even without pictures. Of course there is also turn about is fair play..if they push to see pictures from you..push to see pictures they took before they cleaned it.
