Western Union will not tell you this prior to your purchase that 99% of their own agents will not cash their own money orders! If you buy one, then go to another location to cash it, it will not happen.
I travel, and I have purchased them so I did not have cash. I have tried to cash them and none of the WesternUnion agents will cash their own money orders, even if you have the receipt showing you purchased it.
So, if you do not have a bank account you are stuck with their money order. They have no problem taking your money but do not want to give it back.

Open a checking account and obtain a debit card. Purchase travelers cheques. You can use the debit card for most purchases and if you have extra travelers cheques you can make them payable to yourself and deposit them into your checking account.
