Bill's Racing Engines Ordered an engine over 18 months ago but havn't seen a thing yet, no contact east aurora New York

My name is Ben Jarrett and I'm from Queensland in Australia. 

I ordered an engine from an American Company - Bill's Racing Engines from East Aurora.  I paid everything in full over 18 months ago and still waiting for my engine. The owner Bill keeps giving me excuses when I am able to get in touch with him other than that, I cannot reach him as he won't respond to any emails or texts or take my phone calls.

I've advised him I just want a full refund of my money or for him to send what he's got done but still nothing.

I feel like I'm at a loss as I'm on the other side of the World and don't know what else to do.

I've been in contact with the local Sheriff and the local detective Rick Daminski who have both advised me it's a civil case as there are other people affected.

Is there any way you can help me with retrieving my money back. If this is something that your company can do and what are the chances of me getting my money?

I've thought about seeking legal advice but I'm concerned he'd just file for bank ruptcy and I'd lose everthing.

I’ve got email communication between Billy and myself regarding purchasing the engine and him receiving my deposit but nothing else after that, just emails saying it would be finished soon.         

I hope someone can help me.
