Motel 6 #4537 Offered a refund in writing and over the phone for a filthy unhealthy room and now will not follow through Internet, Internet

After a long day of travel we opted to stay at the Motel 6 in Ontario.  Looked really nice on the outside and the lobby was clean and updated.  The room on the other hand was filthy with blood/urine stains on the toilet seat and an unknown substance on the bed sheets which I did not see until the next mornig after I had slept in the bed.  Manager offered to refund the room fee via email and over the phone and after I gave them my credit card they charged an additional room fee to my card.  I called Corp after I was treated rudely by the local front desk supervisor and the general manager.  Corp said that I would need to get the refund from the local manager and now the local manager after a week of me continually calling them said it is in corps hands now.  She gave me the number to corp and they will not return my calls.  They offered the refund and now will not follow through and now my credit card is frozen due to unusual activity.  I will NEVER stay in a Motel 6 again.  Worst customer service follow through I have ever seen.
