Michael o'connell from Major Asset Recovery (http://majorassetrecovery.com/) ripped me off on a APC 3000VA rackmount UPS system.
He descriped a UPS that was in working order with brand new batteries. When I arrived at a two floor office building in santa barbara to pick up the unit I realized this guy was running his Asset Recovery business out of a 10' by 10' office that looked like he was living in. That's when I realized something is a little weird. He then took me to a closet where he kept the UPS APC I was buying but when he pulled it out he had his cousion help move the unit. I didn't get a good look at it. Even when I tried to load it into my car myself he insisted that he do it himself. It was not until I got home that I realized the unit's top plate was coming off because all the screws in the unit were missing (like someone opened it to try to repair it). I have bought many of these systems and never have I seen this. My concerns about this unit being broken were confirmed. I have been deceptively sold a broken unit.
I called him and he said he can mail me a check for a refund. My concern was that this was a lying about mailing me a check so I asked if he could just paypal me instead. He agreed to paypal me. Three days later I'm still waiting for the paypal money from him. It's not that hard to use paypal. I called him again today and was argumentative and refused to provide a time frame when he could paypal me. I said clearly "Just give me a time frame when you can paypal me, today, tomorrow, when?" he refused to give me any time frame and told me that he was hanging up on me.
It is clear this guy is trying to give me the shaft. I should have known something was wrong when I arrived at his "office".
