This is a scam that originates from the goonwaffe corporation in EVE online, which is an online MMO. These 'goons' as they are called, are all from a forum online that is named Something Aweful Forum, which you can see at http://forums.somethingawful.com/
The scam is they tell you in order to join their corporation, you first need to pay and register with the forum above. you pay your fee, then they BAN you and give you the 'opportunity' to re-register for another fee. Its an ongoing scam, and they have literally taken tens of thousands of dollars from unsuspecting victims.
I asked for a refund, and their response in email format was:
"Ha ha ha, we dont do refunds sucker, now get lost". I had to chargeback my credit card, and my bank took care of it.
