Delta Heating And Cooling Dennis Chapman Stole money, job never completed or started, not licenced Royal Oak, Michigan

I had dennis at my house in october, I was going to have him out in a drop ceiling and he said the cost would be $500.00, Iwas stupid and paid it up front because he said he needed to buy materials. then the day he was supposed to come over and start the job, he came over with a few pieces of metal beams and started to put them up... WITH PICTURE HANGING WIRE!!   flush against the ceiling, when I ooked up the codes for a drop ceiling and i must be 3" from the ceiling. he put up, not even 5 feet. then it fell. he said he needed more money for materials. I told him i didn't want the drop ceiling anymore he said he had another job he had to get to that he would call the following day, he never did... and now he ripped off a 79 Year old woman and refuses to give even 1/2 of the 500$ back... help?!
