Eastland village apartments force me to pay money to park my car in my parking area charlotte, North Carolina

Last week at 11 pm i found my car has a boot luck on the wheel. i called the apartment office, they send me a guy -does not look any professional- he asked me to pay $50 to release my car. i explained for him that i have a parking sticker on the rear windshield, and my car license plate number recorded in the apartment office.
He told me he won't release it until i pay and i can refund my money next day from the office. i did pay him the amount he asked for, and next day i went to the apartment office. the employee - called Jacklyn- treated me very bad and refuse to let me talk with the manager and even did not give me her manager phone number.
i have talked with another resident in this apartment complex, they told me 2 of them had the same problem, and they visitor's car get towed for no reason, even their cars get towed and they have the right to park it !!!
