Keyvan Heydari Shovir Leads a Forging Document Gang in California

I am an Iranian citizen who came to California with my wife and two kids in 2014. I wanted to claim for asylum because of my beliefs at home. I got to know Keyvan Shovir through some other asylum seekers who had worked with him before. At the time, I had no idea that he is going to be a crooked criminal who stolen all my life savings and my ID documents. And now he is coward enough to start threatening my poor children.

He approached me and my family with a proposal for our immigration issue. We were fresh off the boat in this country and were not aware of rules. He offered us that he can forge documents and can create Syrian IDs for us. He suggested that would ease our asylum application process if we pose ourselves as Syrians, and not as Iranians. He promised us to forge passports, birth certificate and a couple of national and military IDs to be safe. He also said he can get a fake degree certificate from a Syrian university in order to show more ties to that country. He said we can claim our home has been destroyed by ISIS and we can get refugee status. In return he asked for $25,000 for all those documents to be delivered within a month.

He clearly is a criminal who makes a living by taking advantage of the lack of knowledge people like us or the other new arrivals in the US.

To start with, we could not believe him. We never had done something like that. So, understandably it was difficult for us to digest that much forgery.

Keyvan Shovir told me he had many happy customers who have got their fake IDs from him. He also brought a couple of people and they confirmed they had got their documents from him. They insisted that the documents look identical and with those fake passports, they have opened bank accounts, applied for loans and even travelled abroad.

I have read this about Keyvan:

 “The Iranian bogus refugee who claims he runs his own “art business” also has admitted that he came to the United States with his original Iranian passport on a student visa. Then he has forged some documents to show immigration authorities that his life in Iran is in danger and he has been granted refugee status. That remains quite questionable on how someone can claim his life is in danger in his own country when he can leave the country completely legally with absolutely no problem”.

He showed me specifically forged court documents in Iran showing he has been arrested and jailed for years. From our understanding, he has got his refugee status by abusing the system and has submitted forged documents and successfully fooled immigration officers.

By that time I was totally convinced that he will take care of us. I had seen those forged documents by my own eyes and they looked legitimate. By that time, I only had $17,000. That was all my lifesavings when we came to the US. Both my wife and I were working cash in hand jobs. Keyvan asked us to pay $25,000 in order to forge Syrian passports and ID cards. I had to borrow another $8,000 to provide the fund he requested. This payment was made via PayPal in August 2015. I am happy to provide the receipt for that payment.

I also asked Keyvan why he does not provide a bank account for the payment. He said he doesn’t want such transactions to appear on his bank statement. He transfers money from his PayPal to another PayPal account holder in Dubai. And from there, they transfer they money into Iran leaving no trace for American police that he runs such a scam business. However, I have found out his bank account information. (((REDACTED)))

Since then, I have kept asking him to deliver the documents. My family and I could not live in the shadows for the rest of our lives. We needed those documents. Keyvan was asking for more time. Apparently, the guy in Iran who makes the documents for him was delaying. Long story short, we waited for a year. He delayed everything till August 2017. I have to admit I got really angry and told him I will come to his house to either get my documents or my money.

Keyvan got really angry. He said my life is over. Now he is threatening me that he is going to the police and will report us as illegal immigrants. He has threatened me, my wife and my two kids (one is 11 and the other is 8). He said he will make sure that we, as undocumented immigrants, will be deported. We are really frightened right now. I don’t have enough cash to change my address at the moment. And I know even if we change address, he will eventually find us. Also, $25K is not something I could turn a blind eye and walk away from. That was all my lifesavings stolen by him. I will leave if my cash is returned.

I have nowhere to go and no one else to turn to. All I have in this world is my family. I rely on the conscious of the humanity to have a voice. This is an extremely inhuman tactic by him and his gang abusing their power against vulnerable and poor immigrants like us.

The United States, which I call it home, cares for all her peoples no matter where they come from, discriminating against none. She has given us rights and responsibilities and I am faithful to both. I do the best that I can and it hurts so much that I am being toyed with by someone who rejects these values when I am at my weakest and most vulnerable. All I have left is my voice, guaranteed and protected by the constitution and statutes of this wonderful generous country.
