All CDs are for a set period of time. Once they mature you have a set period (usually 5-7 days) to decide what to do with them, take the money; roll over; re-invest; etc. During this period there's no penalty and you can access all money that you deposited and earned. However, if you cash the CD in at any time other than maturity you'll owe a penalty. This isn't just Marcus, it's every bank that deals CDs. Not a rip off, poor planning on your part.
