Road Runner El Paso Time Warner Cable El Paso TX Even with "Turbo" payment, TWC does not deliver Internet speed & volume El Paso, Texas

Time Warner Cable has been throttling my home account to such extent that it has become impossible to download files larger than 1.5GB. A forensic download I recently needed (1.7GB) was denied repeatedly, forcing me to ask a friend for his help. He has  AT&T Uverse, and was able to procure the file effortlessly. I pay almost twice as much as what he does, for half the service! I pay over $140 per month (including $9.99 for Turbo Internet), and I feel TWC is ripping me off! Because I've been with them for years, I must be the type of customer they feel they can "take for granted". I've contacted them asking for explanations and corrective measures, but I've yet to hear from them.
