ALL CONSPIRED TO COMMIT FRAUD ON THE FEDERAL GOVT AND THE COURTS San Antonio Texas

SANDI ORTA with HUD San Antonio, TX gave a fraudulent high REAC Inspection score of a 99.69% out of 100% for the Huebner Creek Villas II apts, 8503 Huebner Rd., San Antonio, TX.  There apts are / were at the time of inspection in horrible condition...rottted subflooring on the 2nd floor; filthy stained / smelly carpet; torn ripped carpet...that was very thin and cheap to begin with; ceiling w/ leaks and mold, ceilings falling down from the HVAC system that was used / faulty when they originally built the apts w/ a "no-bid contract" for friends of VoATX for over $5MILLION even the roof was flying off when they very first opened the apts from day one and they never replaced the HVAC..so it would be 50- degrees in the hallways in winter, and 90+ degrees in the summer...then all the leaks and mold and ceiling falling down; no outside lighting; no handicap railings; serious bug infestation...boring into the flesh /eating the flesh of senior residents..worse than bed bugs; windows that didn't / wouldn't open; fire extinguishers over a yr past due for inspection and locked in closets; no emergency escaped routes up / no fire drills; etc.  In addition to violating almost every HUD scheme on the HUD website.

FRAUDULENT RENT INCREASE FROM THE FRAUDULENT REAC INSPECTION SCORE: After the fraudulent high REAC inspection score, SANDI ORTA / HUD then fraudulently gave the Huebner Creek Villas II a fraudulently high rent increase of $118 per apt (67), per month, when they had already raised the rent $63 in less than a yr = $181 rent increase = $145, 524 a yr just from the fraudulent over the CAP rent increase. 

SANDY ORTA IS NOT EVEN AN HUD REAC INSPECTOR AND IS NOT SUPPOSE TO BE DOING INSPECTIONS OF ANY KIND, NOR IS SHE SUPPOSE TO BE GIVING RENT INCREASES.  IT WAS ALL CONSPIRED W/ HUD AND VOATX AND ALL THE ABOVE LISTED....HUEBNER CREEK VILLAS II, CINDY GARCIA / LINDA CHAVEZ-THOMPSON; CATHARINE TREVINO; VOLUNTEERS OF AMERICA TX, INC...JANA RUSSELL , BETTY MORRIS, ANGELA KING AND VOA, INC MIKE KING, ETC. 

SANDI ORTA told me she had done the samething for all "their apts" ...aka VoATX. 

BETTY MORRIS, VOATX, fraudulently and knowingly illegally falisified information on a FEDERAL document in order to recieve the fraudulent rent increase...for all their apts.  This is a Federal felony.  We have copies of the Federal document that Betty Morris intentionally falisfied to get Federal funds. 

Cindy Garcia, manager at Huebner Creek Villas, and Catharine Trevino asst mgr, taped on every residents door about the fraudulent rent increase and if any resident had any questions or wanted to challenge the rent increase to contact SANDY ORITI (intentionally misspelling her name)  at HUD in San Antonio, but failed to give her phone # or email address.   

BTW...CINDY GARCIA IS ONE OF THE MOST RACIST PEOPLE I'VE EVER KNOWN. SHE DISCRIMINATED AGAINST WHITES AND BLACKS. She is close friends of racist LINDA CHAVEZ-THOMPSON...WHO WAS ORGANIZING MEETINGS FOR HISPANICS ONLY W/ LULAC FOR MAIL-IN VOTING BALLOTS FOR HISPANICS ONLY...Telling mangement they were to have the Hispanic residents sign the mail-in ballots then drop the ballots in the box by the asst manager, Catharine Trevio, who she and Cindy Garcia would fill it out for HILLARY and mail it, instead of the seniors filling it out themselfs and dropping it in the mail box approx 2 ft from the office.  Because.....LINDA CHAVEZ-THOMPSON WAS INVOLVED...who had worked for Volunteers of America TX for yrs...got Cindy Garcia hired after forcing Alan Bishop into retiriement. AND while LINDA CHAVEZ-THOMPSON was working for VoATX, she was also worked for the WH...Pres Clinton, exec chair of the DNC, AFL-CIO, and other unions....partisan campaigning, etc...ALL AGAINST THE IRS CODES, RULES, LAWS FOR "NON-PROFITS" 501(C)3

HUD in San Antonio, Houston AND FT. WORTH should be investigated for conspiring to commit fraud on the Federal Govt / TAX PAYERS....AND INVESTIGATE VOLUNTEERS OF AMERICA TEXAS, INC. AS WELL AS VOLUNTEERS OF AMERICA, INC. 

I HAVE AL THE EVIDENCE TO PROVE MY CLAIMS...PHOTOS OF THE APT, FALISIFIED DOCUMENTS, ETC...AND PERJURY ORCHESTRATED BY THEIR ATTY PAULA BEASLEY...FARROW-GILLESPIE, HEATH, WITTER, LAW FIRM...WHO CLAIM TO BE AN EXPERT IN HUD, NONPROFITS....Paula Beasley should be disbarred for conspiring to commit fraud on the courts w/ veriifiable perjury, and conspiring to commit fraud on the Federal Govt.  

They all should be investigated by the DoJ.....we'll see.
