Mark Cella has had a long run as a conman, scammer , and overall scumball.  He started in 2003-4 with Carefree Debt Inc a debt elimination scam which failed and then moved on to Federal Debt Relief System FDRS another debt negotiation service in which he simply pocketed the customer payments and provided no services.

Mark Cella received a cease and desist from the FTC in 2009 and now he is invested and associated with Top-Dog.org or Wag The Dog Marketing which is an s****.>
