I live in a Mobile Home Park. Here you pay the mortgage on the home you purchase(Mobile Home or Manufactured Home) and you pay a space rent to the owners of the park. You own the home and rent the land. When I moved here, I agreed to park rules that I follow. The reason I am putting in the report here is because most of these rules are being broken everyday here and there is virtually nothing that I can do about it.

Over 4 years I have left numerous calls, filled out complaint forms, called security, talked witht he sheriffs department with no help. Some problems go away for a short while and then come back. The management sees me as I am the problem. I complain to them often and the way I see it, it angers them that I want them to do their job.

I have talked to the owners of the park, the corporate office, and they more or less tell me to deal with the management. So, no problems solved. I have copies of countless reports submitted to the Park Manager. The park manager just gives the tenants a generic don't do this letter, with no explanation and no consequences. It doesn't matter how many reports a tenant gets against them even about the same problem. Nothing will happen to them.

Onto some of the "rules" (not sure what that word means anymore):

Rule 5 is a conduct rule. I will only include the part of the rule that applies to my problem:
Residents and/or guests who fail to adhere to the rights of quiet and peaceful enjoyment for all concerned, will be subject to eviction from the Park. Persons shall not trespass on any Resident's space or on any area which is not open for general use by Residents and their Guests. Parents are responsible for the conduct of their children. Based on the fact that there may be damage to personal property, ball throwing or other similar object throwing sport throwing sport activiities are not allowed in the park. Then it goes on to talk about curfew laws.

This rule is broken at all hours of the day. The kids are completely out of control here. When I say "kids" they could be from walking age to over 18. There is baseball/soccer/skateboarding, you name it. Screaming and yelling are common. Balls hitting your house/car also common along with tresspassers comming to retrieve their balls. Ruining your chain link fence by walking on it to get balls off of your roof.

Balls breaking humming bird feeders and other hanging objects. Trying to talk to the kids and getting smart disrespectful reponses in return. No parent supervision. Kids underage getting drunk, having fights, yelling late at night, vomiting in the streets while the parents leave them for a night or two. skateboarders and their boards crashing against your house/cars.

Complaining to the kids does nothing unless you like being smart mouthed by a punk kid. Complaining to parents isn't productive. This welfare drunk trash mother was yelling at my wife and I had to step in or else she may have started to attack my wife. Hmm, kids were good by comparison. She only backed off because I made a motion towards her when she got do close to my wife.

I've written countless formal complaints that do nothing. There is security that can come over. That only stops the kids for about a half hour then they are back outside. The security, like the park manager also doesn't like to do their job and I usually have to debate and argue with them to come out. I have consulted with the sherrif's department but I do not call them to come out as most of these problems are domestic disputes. If you are familiar with cops, after you call them to come out 3 times, they won't come back. I don't want to use these calls unless it is truly needed. This leaves me with possibly a lawsuite or leaving a rippoff report.

Rule 6 involves guests. It states that they must obey park rules and must register witht he management if they stay 20 days in a row or 30 or more days in a year. None of this happens.

Rule 8 pets. All pets must be registered with the park. Some need proof of vaccinations. No dogs or other pets over 25 pounds. No pets loose outside.
I think I'm the only one that has an all indoor cat. That means that you can have loud cat fights at 2 or 3 in the mornning. Cats also can come and kill birds in your bird bath or bird feeders. They can also urinate/spray your car and house.

Rule 10 Parking. Mentions 2 cars per home. No parking in the street as it is a fire lane. It goes on to say that a car will be towed if it is parked where it shouldn't be. This does not and has never happened. The security prides themselves in putting warning tickets on the cars if they are parked in the an unapproved area. That is all. No towing. You can get a over a 100 warnings and nothing will happen to you or your car.

Rule 19. The owner is represented by the park manager. Really? Then why does the manager tell me to call corporate and then corporate tell me to call the manager?

If they do not want to enforce the rules that everyone signed to live here, then they should pay everyone full market value for their homes who is unhappy so they can move somewhere that does.

There are many people upset with the rules not being followed. Half of the neighbors on my block are tired of it. That is just more than just me. Maybe not as vocal as me. One neighbor gave up after his unheard complaints got him no where, he found his truck getting stolen, his car he had left getting vandalized and large rocks being thrown on his roof making leaks. Maybe its just me? Maybe you are just an idiot. If I were the only one there wouldn't be update reports in our monthly newsletters telling people to follow the rules. Updates that are never followed through. If people sign and agree to rules upon living somewhere, shouldn't they assume they have to follow them? Hmm. I guess that is too much to ask for. Seems cut and dry to me. I know that they only care about money. At my park, everyone owns their home. Only the space is on rent. If they were evicted, they would still have to pay the space rent until they moved or sold their home.

It sounds like you maybe the problem... not the park..
You may want to consider a retirement home.. Moble home parks are filled with familys.. that means kids.. kids of all ages.. kids make noise, lots of noise. young familys also tend to party to much have too many frends come over, and park anywhere they want, nothing will change that.
I bet everyone in the park gets along with each other, execpt you.. That should tell you something.
Park management will not do anything about any tenant that is paying there rent. if they try to enforce the rules as writen, they would have half the familys move out.. And that is not going to happen... RENT = BONUS for the management..

And yes i Live in a moble home park, and also work for one...We will rent to anyone that has money to get in.. and about 50% get evicted in the first year.. most will pay ther deposit and first months rent... then never another dollar..Yea it sucks but thats the way most parks operate...

I wanted to add that there is also loud music from cars/houses that vibrates my house that goes on for hours. Problem with tree hitting my house that took a year and a half to resolve. Kids running through my property which made me have to put up a fence. Someones storage shed breaking an leaning on my fence for over 2 years with the problem never solved until their shed collapsed onto itself. The occupancy rule of 2 people per bedroom of the house not being enforced which adds to more crazy kids/cars/chaos. To add, sorry for all of the grammar/spelling errors. I know they are there but didn't have time to fix them.
