Complete Auto Repair C.A.R. excessive charges for work not done even after 5 months; refuses to return car to customers Cedar Hill Texas

On the April 18, 2007, I took a 1997 Dodge Stratus to Complete Auto Repair, 1188 N Highway 67 Cedar Hill, TX 75104 phone number(972) 293-0377, based on the recommendation of Kwik Kar Lube & Tune. The car was running fine, but wouldn't pass inspection due to some statistics not being available. After five months and my paying them $1588.84, the manager Michael White refuses to give my car back. Two weeks later Michael White, complete Auto Repair manager, determined that a computer was required. Repair order #3423 for the amount of $606.72 was presented. He required $300 before ordering the part. The car has been in his possession for five months, he has been paid over $1500, and not only is the car still is not repaired, it is in much worse shape than when it arrived at his business. As of Wednesday, September 12th, the car wouldn't start, had a flat tire, and extensive damage to the paint due to being left in the sun for five months. When I requested to pick the car up in May because it had not been repaired, I was told the car was not operational because the computer had been sent to some company for repair. A few weeks later I was told the computer was lost. By the middle of July, I was being told the car needed a new fuel pump. At the end of August, he prepared another repair order for $1,260.84 using the same repair order number,3423. The car was still not operational. Today, September 12th, I decided to just pick the car up because he has strung me along for five months. He required another $28.00 storage fee although the car was not operational. Since the gas tank was completely empty and the number of miles on the car had increased by almost 300, I can only assumed that it was operational at some point. Today, Michael White decided "it is a piece a junk". Yet he called the police to his business to prevent me from taking the "piece of junk" off his premises. Since I'm black, Michael White use the tactic of calling the police to support this rip off. In fact, he made a point of telling the police that I was African-American when he called so they would arrive quickly. Calling the police when challenged by a black customer seems to be the normal way of conducting business.
