I paid on my cell phone bill, then my service was turned off for non-payment. The company refused my emails and ignored my letters sent.

By turning off a paying customer's service, the company is losing money. Certainly, there is more to this story than you have let on. Did you only pay part of your balance or just the past due amount? How often had you been late? How many days late were you? Unless you rack up hundreds of dollars worth of service, you have 60 days before service is cut off and 3 letters are either mailed or email, depending on how you set up notifications when you set up service. Sounds like you are bitter because you didn't pay your bill on time and now it's their fault. Grow up!
