His contract also promises a "live" version within 7 days. I never got it. After 32 days of excuse after excuse, I put in a dispute with Paypal.
Paypal won't refund you if you purchased a virtual transaction so I lost. Julian still hasn't refunded my $880.
He also goes by "Julian Anthony Miller" so please do your homework before hiring him.

Mr. Monda was instructed (as are all clients) that while I'm working on their site there is under no circumstances to be another person with administrative rights working at the same time. He agreed and yet less than an hour into my work when I had only installed the new template and I noticed another admin working. This is when something in his site broke. Mr. Monda blames me though I tracked my changes and in fact did start working on my own server since it was clear he wouldn't follow directions.
Any web professional will tell you that if you "break" your site, you will have to pay hourly to have it restored. I didn't charge him for the two days I searched through his site to find out what he or his employee may have done.
I backed up Mr. Monda's site and did a fresh install and per his instruction installed all his existing components and modules with the only 2 changes to be Yoogallery from yootheme (a change from phoca) and jbolo chat from comet chat. Mr. Monda did not tell me that he expected me to track down all the newest versions of all the components and modules and (a task which would have been FAR more expensive than the original quote)
After yelling at me and slamming the phone in my ear twice (once to think about it and twice to "lock me out" ) He wrote me an e-mail asking for a partial refund. I did not grant it because I had done the work to specification and included this search for the source of the 500 error and it was Mr. Monda who was not specific enough with the directions. Mr Monda does not realize that Technical Work is a Job and that time spent must be time paid regardless of the mood (or mood swings) of the person contracting the work. I would also like to state that I would have done the "fresh install" for free to keep Mr. Monda satisfied had he been willing to clarify the final direction for how he wanted things to go.
Mr. Monda neglected to mention that even after he decided not to continue I gave him the template he is now using for free. Along with several components that he also was not charged for. I would have gladly removed them, given him a partial refund and let him purchase all of the listed items with those funds had I not been locked out. Still I think Mr. Monda is a well-meaning person who just doesn't understand how the tech world works and rather than, learn or accept his portion of responsibility for how the project failed (as i have for my portion) he decided to write this "review" and label me a rip-off. Such is simply not the case and my work stands on it's own two feet.
