Can someone help me to understand if this is legal or not

Last June-2010 i purchased 2 phones from walmart.com and used my debit card and they said it was only for verification purposes only.Well i decided to de-activate the phones with verizon 8/15/10  due to the service i was getting they replaced my phone 3 times and the problem still continued so i figured it was grounds for early termination.Well i didnt hear anything else from verizon. Then On 2/19/11 i had 2-$250 unauthorized charges from letstalk.com for deactivation charges i never give the authorization to charge my card they said it was for verification purposes only so i called letstalk.com and the said that per the terms and conditions that the charges was valid and i agreed to this well i read over the terms and condtions and it doesnt state that i give them permission to hold the card i placed the order with liable. It seems this should be in the terms and conditions

Can someone tell me if this is legal transactions please.
