National Motorist Association website, speedtrap.org, has identified Mulvane, KS as a speed trap. Reports go back to 2010. 

Mulvane, KS, is a small town south of Wichita and Derby, KS. Its main street is in fact Rock Road, a primary thoroughfare running from north to south through Wichita, Derby and finally through Mulvane. The main street, or Second Ave., intersects with K-53, the East/West route leading to Instate 35 and the Kansas casino. On Second Ave. the posted speed limit of 30 miles-per-hour drops suddenly to 20 in front of the City Hall/Police station. During school hours the speed limit is also cut to 20 miles-per-hour in front of schools.

The town of 6000 residents has invested in several police cruisers patrolling its main street at all hours of the night and day. Flashing lights and a stopped cruiser and car are a common sight. City Hall revealed that in 2013 the town collected $111,613.48 in traffic fines. Local residents are aware that the town is a speed trap, and cars slow to a crawl when driving through town. I am female, and have driven without tickets or accidents for many years all over North America. In 2013 I was new to the area. I was not aware that a police cruiser started following me at the edge of town in the vicinity of the railroad tracks. Halfway through town the policeman stopped me and claimed I was driving 50 miles per hour at the edge of town. The policeman literally started to negotiate the fine with me: he asked me if I could afford a $200.00 fine. I tried to appeal the ticket without success. I  paid the fine, and for 3 years have been paying a higher auto insurance premium. I have observed a policeman following and stopping a woman as he did me. Women are less likely to fight back

 So because YOU havent been caught previously THAT makes YOU think its ok to speed. YOU can try and sugar coat the FACT that YOU have a lead foot all you like. It wont change reality. REALITY is that YOU speed and YOU got caught speeding. The officer was trying to help you out by making sure that YOU didnt get too terribly hit by the ticket fine. GREAT way to show YOUR appreciation by the way. In the TYPICAL female thought process, YOU are the victim. But YOU are ONLY a victim of the choices YOU made. There is a POSTED SPEED LIMIT and YOU obviously dont pay attention to those posted signs. All the lies and defamation in the world will NOT change the fact that YOU ignore posted signs and go the speed YOU want to. A speed trap as you call it is there for a reason. Mainly for safety. Secondly is for revenue generation. But if you stop for a moment and realize that YOU getting a ticket IS YOUR FAULT and YOU were the driver of that vehicle that got pulled over, speed trap or not, YOU SPEED!!!! YOUR CHOICE TO SPEED, YOU GET TO PAY THE PRICE FOR DOING SO!! YOU are just mad that YOU got caught. YOU are just mad because of YOUR CHOICE to speed has cost YOU three years of higher premiums. The police had NOTHING to do with YOUR CHOICE to speed. THAT is entirely on YOU. Get over it and move on. The police were only enforcing the will of the public. The police do not SET THE SPEED LIMITS, THEY ENFORCE THE posted speed limit. oNE WOULD THINK THAT AS A WOMAN you WOULD UNDERSTAND SUCH A SIMPLE CONCEPT.
