 I visited with Dr. Jonathan Nebb of Boca Family Eye Care at his other office location at Target Optical in Coral Springs. The story of my experience with Dr. Nebb is long so I won't go into all the detail here. The short of it is that Target charges $149 for a contact eye exam plus $30 for optional ocular photos if you choose to have them. Dr. Nebb because I had insurance charged $371 and was paid $297 by me and the insurance company before he gave me a refund of $22 resulting in a total of $275 paid to him for a 30 minute exam with no follow-up.

I met with Dr. Nebb and could tell that he became excited when he found out that I had Aetna insurance. He gave me ocular photos without asking if I wanted them (at the time I did not know about the up charge or that this was an optional service). He ultimately billed Aetna $254 of which he was paid $180 and I am responsible for another $20.

He also charged me $117 when I was at his office for a total of $297 for the exam. When I contacted his for overcharging me on my co-pay he only credited me for $22 so his total take on the exam was $275. I believe that he regularly overcharges people on their copayments and most people just don't check their explanation of benefits. This is an unethical business practice. As well, I told him up front that I was not from Florida and that I would not be able to follow-up with him.

He should have declined the business since I have a complicated prescription that would need follow-up. Finally, he prescribed me something called monovision contact lenses which are for when you need both distance and reading glasses. Upon doing some research I found that monovision is not considered a great solution for my issue and that there are much better options. I basically see blurry all day through the lenses he prescribed. If you want the wrong vision solution and want to get overcharged at the same time then Dr. Nebb is the optometrist for you.

Please ignore the original ripoffreport as I am in the process of having it removed from the website because the issue has been resolved.   

Dr. Nebb's office phoned me and has refunded what I perceived to be an overpayment.  I remain uncertain whether there was an overpayment or not, but I believe the issue here was a slight lack of transparency on pricing and assuming that prescribing procedures covered by insurance would be okay even without having first discussing them with the customer.
