On two occasions approximately 18 months apart, I have left my truck at a local car dealership for insurance repairs.  The insurance company contracts with Enterprise to provide a rental vehicle while repairs are being made.

On both occasions, Enterprise failed to provide me with a vehicle which had a full gas tank (which would then have been very easy to simply refill when I returned the vehicle--I was responsible for the gas).  I asked the rental agent for a full tank of gas on the second occasion (after being ripped off the first time) and was told this was not possible.

Having to return the car with a tank half full, for example, puts the consumer in the lose/lose position of either:   1) probably putting in more gas than he originally received (after some difficult estimations of how much gas to put in), or 2)  paying Enterprise's inflated gas charges for bringing the tank back to its original level.

It is my understanding that this method of renting cars without full tanks is Enterprise's official policy.  Is this legal?  It will certainly tend to penalize the consumer and make Enterprise extra money in the long run.

This is the way it's done...

All rental car places note how much gas is in the tank before you drive off with the vehicle. You must return it with the same amount of gas. If there is less gas..they charge whatever it takes to bring it to the level it was when you first rented it. They always charge higher then market price, could be double depending on policy.

If you return it with more gas then when you rented it, they do not remove it or refund anything.

If where you are renting from is charging you for a full tank when it was not full at the time of rental..you are getting ripped off big time.

Do you notice on your contract it states where the gas gauge was when you rented it? There will be a place on the contract for this information or something is very wrong.

I know this because I rent cars often from all different places and it's always the same policy. As a matter of fact, I believe every time I rent the counter person always tells me where the gas gauge is on the vehicle, and that it must be the same when I return it or I must pay them to replenish.
