FIRST RATE VOICE SERVICES, LLC Fraudulently charging $12.95 a month on local phone service bill until noticed Chevy Chase Maryland

I noticed on my AT&T local phone bill a charge from Enhanced Billing Services, LLC with a phone number of 1-888-288-3724 to call for inquiries. They quickly say they will refund the money in 2-3 billing cycles. They fraudulently accepted a phone number without doing any verification to charge $12.95 a month to my phone bill.
