Wachovia Mortgage unjustifiable modification review Chicago, Illinois

Wachovia has requested 4506T form for my tax transcript during the process of reviewing the loan modification application.  I've faxed in the form, as requested, with all of the appropriate lines filled out.  However, Wachovia has requested that I re-send the form with no. 1 - 4 filled and signature only.  The form clearly indicated that IRS has no control over what the third party (other than myself) will do with my tax information if I leave no. 5 blank; line no. 5 requires information to whom the tax transcript is to be sent if other than myself.  When I've brought up this point, Wachovia agent had informed that IRS rejects their request for my tax transcript if I fill out line no. 5, but if I leave line no. 5 blank, the tax transcript will be mailed to me.  It was after that comment that the Wachovia agent said that they have to fill out line no. 5 in order for them to receive the transcript.  When I refused to do so, the agent suggests that I should send it as they have requested if I still want to be considered for modification.  Threat ???  I don't know but all I know for sure is that something is not RIGHT and not FAIR. All I know is that they are not willing to modify the loan even though I may qualify and is doing everything possible not to (under the law).
