Came in 7/13/22 ripped out kitchen, began construction of laundry room and deck without obtaining permits. 7/14 code enforcement stopped work.  no permit, not to code. Collins said he would have permits next day.  not done.. Collins avoided all attempts at contact, phone, text, email. 

8/17/22 he called to set appt to get permits, chainged to  8/18/22 chainged to 8/19/22 then texted "NOT TODAY, RAINING."  no futher communication

Filed complaints BBB, SC LLR.
