I purchased a CPN number and doesn't work as advertised. I spoke to “Raymond Sheldon” CEO and he failed to resolve the problem as he stated. I requested a refund but no response.

There is no such thing as a CPN number. The bank doesn't ask you for your CPN number, they ask you for your SSN. Giving someone else's SSN (which is all a CPN actually is) constitutes felony fraud, and you could be prosecuted and go to jail. Paying some random criminal for a stolen SSN is just stupid. You could just make up any 9 digit number with the same effect.
