Peace Puppies Karissa Palmer Peacepuppies @peacepuppies777 Refusing to return funds for a puppy that was never provided Rhode island

I had initiated contact with Karissa back in July 2021 via Instagram where she advised that a puppy would cost me 1500$ and that she would reserve me the first bid on a yorkie/ poodle mix breed pup, which were expected to be born within the following 2 months or so. I made my deposit payment of 500$ as she stated it was necessary to reserve a pup. I also signed an e- contract on their website which they have for everyone to see.

The time frame came and went and I received no updates on whether the puppies were in progress. After reaching out a few times,  she finally replied to confirm that the mom dog was pregnant. I was told I'd get pictures and never received anything.  Around the time for the due date,  I reached out for updates and was told that the dog was actually never pregnant and that it was a false pregnancy. She stated that I could wait for the next batch in a month.  Which I was fine with. 

During that time I was offered other pups, however she was asking for more money on top of what I had already paid (1500) I declined.  After the additional time passed she then stated I'd be waiting another 2 months.. I said ok and then became worried that I was going to continually be pushed back so I requested my money back as I had not received a puppy.  Which she declined. 

I fought it through PayPal and they declined it due to "no proof of credit being owed" and she kept sending me messages that she was not refunding me and that I could keep waiting. On top of that,  the contract states that it is for yorkshire terrier puppies However I have physical proof that our agreement and the payments were for a mixed breed pup.
