Priority1 Paving Deposit Stolen No work Done Framingham Massachusetts

In Sept 2021 I paid a $2,000 deposit to William Pusateri, owner of Priority1 Paving to have Driveway re-asphalted.  Fraudulantely he advertised that is business was a BBB member and a 5 star Yelp Company.  He is NOT accredited by the BBB and his Yelp reviews are 3.5 - 4 stars.  Currently the business has had a streak of 6-7 one star reviews with similar experiences as mine (ripped off deposit with no work). 

Right after signing the contract he came up with many excuses why he cannot do the work: Broken Bobcat; waiting for parts for Bobcat, and ordered by his MD not to work taking heavy doses of medications.  When asked if he had insurance, which is required by city of Framingham to get a permit to do driveway (also required), he would not answer...evading every attempt to determine if he was insured. 

When it became apparent that he was not going to do the work I sent him a certified registered USPS letter demanding the return of my money.  He never accepted reciept of the letter. I have spoken with the Framingham Police...they will not pursue "its a civil matter" although they stated that they were well aware of him. 

I have texted Bill numerous times asking for my money ....only to get rambling non-sensical text messages.  I have filed a small claims case and intially tried Mediation through the Distric Court....I would not accept his offer of making payments as he "cant afford to return full deposit, can start payments maybe in June".  Additonally filed a AGO and a BBB complaint.

To date there are at least 10-11 other consumers ripped off by him [see Yelp reviews], many of whom have contacted me asking advice.  I am resolved that I will most likely never get any $$$ back from him just want to see him stopped.  He was convicted in 2011 and served 3 years in prison for the same thing....ordered to payback $29,000 to the people he ripped.  Please find a way to stop this man from stealling more $$$ from another perspective customer.
