One of the worst appraisers, wish we could give him zero stars; Rob Nagle is white and online reviews shows he may demolish property value in colored neighborhoods and colored homes, due to racial bias and racial red-lining, this issue dominates the headlines, and it seems that we fell into that trap too.

My father in law was selling his home, he is disabled, and he invested two years in improvements, and that home would be his only income, we had a purchase contract and the lender ordered an appraisal from Mr. Nagle, and we had an appraisal appointment for 7-11-2022. But after we saw several reviews online about Mr Nagle, how he obliterated deals due to racial bias, which is scary, and there is a new task force from the White House by the name PAVE to address that issue.

So we decided to record his visit on iPhone, and hold the iPhone on a selfie stick while he was taking pictures, he was ok with it through his visit, but after he left he text us that our video made him concerned so he canceled the appraisal altogether, (Seems like the video we took scared him to be exposed to what he is doing) and now he put our deal in jeopardy.





Our home is owner occupied and he took pictures of our personal belongings which he is not allowed to. And at the same time he canceled the appraisal because we took our own pictures in our own home. Not only he canceled the appraisal but he also stole the appraisal fee and refused to give it back to the lender. This is unconscionable and we will hold him accountable for any damages.

To start out, let me make it very clear that I am not your appraiser. Apparently you can't read. First, let's start with something important. By "people like you" I meant people like yourself who start crying racism at the first opportunity. Not everything is about your race.

I really couldn't care less about whether you are black, white, Asian, Hispanic, or whatever. It makes no difference. However, whining about race and making unfounded accusations of racism puts you permanently in the category of people who lack integrity. Second, I have no idea how you can conclude your appraiser was going to undervalue your house, given that he never completed the appraisal.

He probably didn't want to deal with you because he thought you were going to be a problem customer. You are doing your best to illustrate that he was correct in that assumption. Third, an appraiser really couldn't care less about how much money you spent on improvements.

That doesn't impact the price at all. Price is set by by location, size, and condition. So there's no need to send 100s of pages of anything to an appraiser. Simply pointing out things that are new is enough.

Your keen interest in this case, and the amount of time you spent on it, and your intimate knowledge of the details, and the prompt timing of your response, cannot come from a total stranger, who is unrelated to the appraiser Mr. Robert Nagle, you must be Mr. Robert Nagle or a mouthpiece hired by him, or the management company who referred the appraisal to Robert Nagle.

 Therefore all your correspondence and your foul language was saved and would be part of a forthcoming lawsuit.

Racial bias by white appraisers is nothing new, any Google search about this topic will bring countless news headlines and online articles about this issue.

It is a major issue that affects people of color, coast to coast, and it is being addressed at the highest level of government, including the department of justice, and a new federal task force announced by the White House.

Please keep in mind, that racial bias in appraisal is not so visible or obvious on the surface, it is a matter of the heart, you will not be able to tell why out of several comparables, the appraiser decided to use the lowest ones, or the highest one, and why when some white appraisers believe the house is owned by a white family, they tend to come with higher value… which is not uncommon.. please look it up… but the pattern of home value destruction they leave behind in colored communities and colored homes is unmistakable.

You make it sounds like property value is set in stone and appraisers cannot manipulate data to oppress housing value in colored homes and colored neighborhoods…. And it is not true… in today’s age the computer does most of the work, all the appraiser is doing is entering the house address into the software, and it is populating with all comparables, and now the appraiser decide if he wants to use the highest priced comparable or the lowest one, either way the report will look ok and no one will know.

Another thing is, that due to years of housing value oppression in colored communities, the pool of comparables at the right price was depleted, so you can say, "hey, there are no comps to support the right price", and that could be true, but that’s only because that colored neighborhood’s housing value was oppressed for many years by white racially biased appraisers.

Mind you, that most appraisers are not college educated, lots of them used to be auto mechanics before they became appraisers, without even high school education, and their level of education is about 7 hours every two years in online classes. That's not enough to root out racial bias in appraisals. and it is definitely not enough education to let them ruin people's life.

Before you rush to reply with another post, do yourself a big favor and read all the 46 web links in my previous post... You will think differently after you finish reading it.

Mr. Robert Nagle’s conduct after he left our house proved that online reviews accusing him of racial bias are accurate. And we just became another statistic.

Mr. Nagle did not cancel the appraisal just because of the video recording by the home owner...

Mr. Nagle acknowledged the video recording verbally during his visit more than once, and he was completely ok with that video recording throughout his visit.

Mr. Robert Nagle lied about the video after he left the house to say "it made him concerned" for one reason only, because due to racial bias he did not want to appraise the house at the purchase contract’s price, and he was afraid that if he obliterates the deal, that video recording somehow will be used against him, so he canceled the appraisal altogether.

Think about it for a second, if Mr. Nagle wanted to appraise the house for the contract price, and make everyone happy, why would anyone use that video against him??? 

Basically Mr. Robert Nagle wanted to demolish the deal due to racial bias, but he did not want to be held accountable for racial bias, so he canceled the appraisal.... at the same time Mr. Nagle didn’t realize that canceling the appraisal is also an act of racial bias in our circumstances. And trying to circumvent the system of accountability is even worse, since it shows that he was aware that his actions are not acceptable.

In fact, the home owner offered Mr. Nagle by text message to delete that video after Mr. Nagle started lying about the video… but that offer did not make any difference to Mr. Nagle, because due to his racial bias he did not want to appraise that house at the contract price. Even though we had 3 purchase contracts from 3 different realtors at that price. 

That’s called racial bias.

Mr. Robert Nagle is aware that the issue of racial bias in appraisals is everywhere online and on the news headlines, so he tried to outmaneuver the system by canceling the appraisal altogether... but that won't work, since he caused us irreversible damage by doing so.

The home owner signed the purchase contract on 6-14-22 and waited together with the buyer and buyer agent one month for the appraisal, and Mr. Nagle caused irreversible damage by canceling the appraisal due to racial bias after his visit on 7-11-22.

Just in the last couple months, The home owner received 3 purchase contracts for that house at full list price or higher, with deposit, which cemented the house value at no less than list price, and we texted Mr. Nagle Robert a link to PDF file with a copy of all these three purchase contracts, together with hundreds of pages in house info, improvements info, neighboring businesses info, multi million dollars investment around the block, 30 comparables, and much more. but due to racial bias and racial redlining, MR. Robert Nagle said on that video recording, that he never even bothered to take a look at any of that info....

Please note, Mr. Robert Nagle said two different lies.

First lie: Initially couple hours after he left the house he wrote in a text message "the video recording made him concerned..." and that's not true, he was completely OK with the video recording throughout his visit, and he did not leave the house immediately upon entrance when he noticed the video recording, he never asked not to be filmed, (except when he climbed to see the attic, and the home owner followed his request).. He completed his full inspection tour, took countless pictures, while being recorded, and then he left on good terms and hand shake.

Second lie: couple days after his visit he wrote, that he "was not aware of the video recording"... and that's also a lie, the video camera was in his face from the moment he opened the front door, and he acknowledged the video recording verbally more than once. (He added the second lie couple days after his inspection, when he realized that the home owner has the right to record a video inside his home, only then he fabricated his second lie that he was not aware of the video...)

This show that Mr. Robert Nagle is a pathological liar, with no integrity, and he would adjust his lies to fit his narrative, in his desperate efforts to cover up his racial bias.

The video recording clearly show that both of statements are nothing but a lie.

If Mr. Robert Nagle lied about this issue, it is safe to say that he has no integrity, and he lies also about other issues, such as racial bias and racial redlining in appraisal.

One or two days after Mr. Nagle canceled the appraisal, we uploaded the video of Mr. Nagle to YouTube, but that video is not available to the public, that video is not listed, and no one can view it, unless we email the link. 

We shared that link with one person only, since we had no other way to show that Mr. Nagle is lying without showing the actual video.

Retroactively Mr. Robert Nagle's actions proved that we made the right decision to video record his visit, or otherwise we won’t be able to prove he is a liar. 

It is possible the second person shared that link with the appraiser Mr. Nagle Robert, And Since you - Mr. Flint from Afghanistan AKA Robert Nagle - Showed such intimate knowledge of that video in your previous posts, it is safe to say, you are the appraiser Mr. Nagle or his hired mouthpiece.

If we wanted to damage Mr. Nagle with our video, we could make that video available to the public. But we didn’t.

We will escalate this, and file a formal complaint with the state of Ohio, and Mr. Nagle’s lies may cost him his license.

In your post dated Tuesday, July 19, 2022, you said the following: **** "If houses in a desirable neighborhood are unusually cheap, people will buy them and prices will go up.  Of course, then people like you will whine about "gentrification." **** When you say "people like you", that's your code words for "People of color"... you simply assume what people of color think, and how people of color feel, due to your "racial bias"

Regardless of everything written above, even if Mr. Robert Nagle canceled the appraisal just because the home owner followed him throughout the house and video tape his visit. still that is not a valid reason for him to cancel the appraisal, and we will hold him accountable for any damages.

There is no legislation or rules and regulations that says an appraiser can force a home owner out of his own home during his visit.

There is no legislation or rules and regulations that says an appraiser is allowed to deny appraisal just because the seller wants to stay in his own home

There is no legislation or rules and regulations that says, the homeowner can not follow the appraiser inside his own home.

There is no legislation or rules and regulations that says the homeowner can not OPENLY video record the appraiser’s visit.

That's beside the point that the appraiser Mr. Robert Nagle lied to the lender, despite the fact that the video recording was OK with him throughout his visit, and he did not leave the house throughout his visit despite the video recording, and he did not ask the home owner not to video record throughout his visit, except when he climbed to see the attic, and the home owner followed his request, but despite all that Mr. Nagle canceled the appraisal for no valid reason, and put our deal in jeopardy.

Due to current situation that dominates the headlines all over the internet about housing de-valuation in colored homes and colored neighborhoods due to racial bias and racial redlining, we feel that a home owner in colored neighborhoods needs to be present and video record the appraiser’s interior visit.

With regard to 2604 Cadillac St, Moraine, OH 45439 which Mr. Robert Nagle devalued in Nov-2019 to $18,000 despite the fact that house was newly renovate and sold for $79,000 on 12/1/2018... The only time in probate case they appraise houses retroactively is when they order appraisal several months after death, so they order appraisal retroactively to time of death to determine the property value at time of death for tax purposes, but Mr. Nagle Robert instead of going to time of death he appraised it to the time before the current owner even bought the house, just so he can devalue the house to $18,000 and reduce tax.

In addition, from that report you can see that he appraised that house without going in the house, and in our house he insisted on going in, and taking pictures of our personal belongings, and when we let him in, he canceled the appraisal because we took pictures inside our own home.

In summary:

We signed a purchase contract to sell our home on 6-14-2022, it was a major cross road for us, after two years of improvements, and despite severe disability, and after one month of waiting to appraise the house, Mr. Robert Nagle came on 7-11-2022, and took interior pictures of the home, and left on friendly terms with the home owner, but after he left the house, he canceled the appraisal due to racial bias, since we are a colored home in a colored community, and he did not want to appraise the house at the contract price, but at the same time he did not want to be held accountable for racial bias, so he canceled the appraisal.

Mr. Robert Nagle's racially biased actions, caused us severe damages, and put our livelihood in jeopardy, and we will hold him accountable for our damages.

I guess I must have some kind of multiple personality disorder, because about 50 people so far have accused me of being the target of their complaint.  So I must be 50 people all at once.  No, I don't know or work for your appraiser.  I just don't like dumb and racist people.

And I have no idea why you think your appraiser would have undervalued your house, given that you never actually got an appraisal for him.  Here's a hint: the only time people would review an appraiser is if they weren't happy with their appraisal.  So yeah, it's not surprising there are google reviews claiming he is a racist.  That's an occupational hazard of working with racist people like yourself, who see their own moral faults in everyone else. 

Also, I really don't know why an appraiser would want to lowball an appraisal, or how they would even do that.  They don't know what your offer is, and they get paid the same either way.  If anything, every time a house doesn't appraise, they get angry buyers and sellers harrassing them and leaving bad reviews, and the lender doesn't get to close a loan. 

Everyone loses in that situation.  And there isn't nearly as much subjectivity involved as you describe.  They look at ALL recent sales that are nearby and similar to the property being appraised.

And if you read beyond page 1 of your link, you would see that it's a retrospective appraisal going back to 2017, done for a probate case.  Although unfortunately, it seems that you are unable to read and comprehend a simple appraisal report.

This is a response to a post by "AUTHOR: Flint - (Afghanistan)" SUBMITTED: Tuesday, July 19, 2022"  That poster said that his location in Afghanistan is incorrect, but still he won't correct his profile to reflect his true location, and said "where I am is absolutely none of your concern"...

Regarding that post we have couple things to say:

Your insulting language is not acceptable, and calling me dumb is not acceptable either, your "anonymous" conduct confirm our complaint, it reflect on who you are, and it perfectly fits with racially biased mind set.

Due to the information you provided we know that you are the appraiser Mr. Nagle Robert or someone close to him, and we keep your correspondence for future use.

You did not read our complaint carefully, and you did not read our follow up post carefully, otherwise you won't have these questions.

Initially we did not plan to attend the appraiser's visit, and actually we text him the lockbox combination number to the house, so he can go in on his own.

But everything changed about 45 minutes before the appraiser's appointment, when we accidently read online a google review from someone else, that review was posted a month earlier, accusing Mr. Robert Nagle of Racial bias in appraisal, at that point all our plans changed, and we entered into protective mode, and decided to document his visit on I-phone for future use in court.

We do not think that skin color 100% determines someone's behavior. but when someone is accused of racial bias by a third party on Google reviews we take it very seriously.

It is a good thing that you said "Believe it or not, the vast majority of appraisers couldn't care less what color you are or what the racial makeup of a neighborhood is."........ Even you agree that this is just "the vast majority of appraisers" but not "All appraisers"

When you said "Prices are set by supply and demand, not by appraisers."  That's not true... If you go only "supply and demand" we had three purchase contracts with deposits, in the last couple months for full list price, from 3 different realtors and three different buyers... and we emailed a copy of these three purchase contracts to Mr. Nagle Robert...

That's called "supply and demand"... but white racially biased appraisers, tend to pick comparables from the low end of the range, when it comes to colored houses and colored neighborhood, because they will never live in our neighborhood, and they will always look down on our houses, and you cannot appreciate and value what you hate and/or despise... This issue is well documented, and well known.. And in previous post we listed 46 web-links about this issue, but you did not take the time to read these links and study it a little more.

Regarding the link to drop box regarding Mr. Nagle Robert's appraisal report for 2604 Cadillac St, Moraine, OH 45439... Again you did not read. That appraisal report is dated 11-20-2019, that's less than a year after that house was fully renovated and sold for $80,000 on 12-1-2018...

Even Mr. Robert Nagle himself wrote that in the first page of that report, he wrote the following line: "Per MLS data and photos was completely remodeled and updated and then sold on 12/18/2018 for $79,900" End Quote...  Still Mr. Robert Nagle appraised that house for a ridiculous amount of $18,000.

First, are you really dumb enough to think I am in Afghanistan?  Hint: it just happens to be the default option in the list of countries, and I've had an account here since before they had that setting.  So that's what it defaults to.  But in any case, where I am is absolutely none of your concern.

Second, the harrassment obviously wasn't going to happen while you were filming him; your plan was probably to post videos on Youtube and try to ruin his reputation by adding inflammatory commentary.  Again, I am not sure how you can determine someone is racist by filming them on a phone.  Care to explain?

And really, I don't know if you can get any more racist than you are.  You seem to think that skin color 100% determines someone's behavior.  That's essentially the definition of racism.  In your world, someone who is white is a walking stereotype who can't help but be racist towards non-whites.

Believe it or not, the vast majority of appraisers couldn't care less what color you are or what the racial makeup of a neighborhood is.  And prices are set by supply and demand, not by appraisers.  If houses in a desirable neighborhood are unusually cheap, people will buy them and prices will go up.  Of course, then people like you will whine about "gentrification."  If houses are cheap and stay cheap, that means it's not a desirable neighborhood, for whatever reason.  Usually either because it looks run down, the schools are bad, or the crime rate is high.

If you had actually read the appraisal in your dropbox link, you would realize that it's appraising the value of the house in the distressed condition it was in BEFORE it got renovated -- it's for a probate case, not for a loan.  That house sold for $16k in the distressed condition, and the appraisal was for $18k.  Certainly doesn't sound like the appraiser was trying to lowball anyone.

The response to our complaint dated 7-14-22 is full of lies and misdirection...

The author of the response to our complaint, Dated 7-18-22, says it come from "AUTHOR: Flint - (Afghanistan)".... We do not know why someone by the name "Flint" from "Afghanistan" would be interested in answering our complaint so promptly, since we are in Dayton, OH, USA...

That's about 7,025 Miles away from Afghanistan... which is two and a half times the distance between NY and LA... The answer came immediately after we submitted the complaint on 7-14-22... The answer was written In good English and good knowledge of the appraisal system... That's a little baffling...

Unless this Answer/Response came from the appraiser Mr. Robert Nagle himself, or someone very close to him, and they use the name "Flint" which is predominantly black city in Michigan, and "Afghanistan" which is a pre-dominantly Muslim county, or in other words they subliminally raise the racial line, by telling us where we belong.

With regard to that response to our complaint, we have couple things to say:

 

  • The I-phone on selfie stick came out only because of other online reviews accused Mr. Robert Nagle of Racially biased appraisals...

 

  • The video clearly shows the appraiser Mr. Robert Nagle was OK with the video during his visit... The home owner and the appraiser Mr. Robert Nagle chit chat friendly during his visit, and the appraiser Mr. Robert Nagle left the house with a smile and a handshake... so there was no intimidation, but after the appraiser Mr. Robert Nagle left the house, he feared the video would expose his actions, so he canceled the appraisal... only bad people with bad intentions are afraid of exposure.

 

  • Home Value is not set in stone, and it is a matter of discretion, any appraiser have a range of comparables to consider, at all prices... but when it comes to colored homes and colored communities, white appraisers tend to pick comparables from the low end of the range...

 

  • White people usually do not rent or buy houses in black neighborhood, or send their kids to schools in these neighborhoods, because they feel "it is not safe", even if it very safe and peaceful... and with that racially biased mindset, white appraisers are incapable of appreciating and valuing nice homes in black neighborhoods. they always look down on these houses, and they always pick comps from the low end of the range...

 

  • Here are couple numbers about demographic, 96.5% of all appraisers are white, while the general population is about 50% colored, and our zip code 45417 is 85% colored, and that's a major cause in housing value oppression in colored community, each time a house was de-value in colored homes and colored communities due to racial bias and racial red-lining, it diminishes the pool of comparables, and all of sudden a home owner who wants to sell a nice house in black neighborhood, they price it based on past sales, and since there is none at the right price, so they have to sell it cheap, and since they sold it cheap, all of a sudden that cheap sale become a comparable for the next home sale, it is vicious cycle that started by having white appraisers, who would never live in black neighborhood, de-value houses in black neighborhoods due to racial bias and racial red-lining...

 

  • The theft of the appraisal fee by the appraiser Mr. Robert Nagle, is the home owner's business, because the lender and realtor informed the home owner via text message, that a second charge for appraisal will have to be paid by the home owner.

 

  • Trying to defend ourselves from racial bias and racial red-lining, is not a racial act... it is "anti-racial" act.

 

 

  • Documenting appraisal visit with Iphone is not "harassment, or interference", Mr. Robert Nagle was a complete stranger in our home, he took pictures of our personal belonging, which he is not allowed to, and at the same time he canceled the appraisal just because we took our own pictures in our own home.... This is Oxymoron.... This is our home and we are allowed to take pictures and videos inside our home. And Mr. Robert Nagle was OK with it during his visit. (It would be intimidating, only if Mr. Robert Nagle is racially biased, and afraid of being exposed) And by the way... if video is so bad, why Mr. Robert Nagle did not leave the house right away, immediately upon entrance, when he saw that we are recording??? ... Why Mr. Robert Nagle continued his visit all the way to the end, and then terminated the appraisal after he left??? The answer is, the video was not bad, that's why he did not leave... but he canceled after he left because he is racially biased and he was afraid of being exposed.

 

  • The answer to our complaint, which seems to be written by the appraiser Mr. Robert Nagle or someone close to him, clearly shows racial bias... as he refers to black neighborhood as "a neighborhood that has a problem with poverty and crime". which is not true, and it is a racially biased perception by white appraisers, and that's why white appraisers oppress housing value in black neighborhoods for decades.

Sounds like the only racist here is you.  Just because he is white does not mean he is a racist.  Even if he were, what exactly would videoing him with an iphone on a selfie stick accomplish?  Seems like pure harrassment and an attempt to intimidate.

An appraisal is based on finding comparable houses that recently sold, appraisers don't just pull numbers out of thin air.  Given that  you didn't actually let him do his job without interference, I think I see why he decided to cancel the appraisal.  As far as any refunds -- that's between him and the lender who paid him, and it's none of your concern.

Finally, the value of a house comes down to neighborhood, size, and condition -- IN THAT ORDER.  It's not redlining, it's just the facts.  If a neighborhood has a problem with poverty and crime, houses there are not going to be worth as much as an identical house in a wealthier area, and spending money on improvements isn't going to return anywhere close to the amount spent.
