Smartsheet Inc Did not provide access to upgraded features after paying for upgrade Bellevue WA

Created a Smartsheet account to test web development integration with websites. Upgraded to Pro plan in order to create API token to integrate with website. Upgrade applied but was not able to generate the API token. There were no one available at the support phone number and when I called the support phone number the voice message did not identify the company. The 'Support Portal' inside my account was not available. I clicked on lots of links that claimed to offer support but went in circles amongst reams of website pages full of content unrelated to the problem I was experiencing. 

This is yet another online business that take your money and don't offer any contact with personnel, live human beings. I found no way to ask for a refund. Cancelled my account and no way to recover the upgrade fee.
