On 12-12-22 we purchased a Refurbished Lumenis Yag/SLT Laser machine with a 1 year warranty from Luis Vargas at Used Eye Equipment, Inc. for $28,000.00 for which we sent the check right away.  He kept delaying the delivery stating is was "still being refurbished, we're working on it, I'll check and get back to you, should be any day now." We did not receive the machine until 4-27-23 and Luis sent Cory to install it that same day.   Cory had it working and stated he would have Luis send the calibration sheet.  When I asked Luis for it, he said he would send it.  We never received it.  After only a few laser treatments over the course of 6 weeks, on 6-8-23, the laser stopped working.  I contacted Luis right away and he said he would send Cory back.  Cory returned on 6-19-23 and said it needed fuses.  He returned on 7-13-23 and said that the fuses were not the problem and that it needed more work and he would contact Luis.    He did not know when he could return.  Luis sent a different techinician, Javan, on 7-20-23.  Javan seemed to know more about the machine and said "Oh, I know what's wrong with it and can fix it today."  The laser was not fixed that day -  Javan stating he needed a special transfer cable which needed to be ordered.   Javan returned on 8-18-23 with the "transfer cable."  He spent several hours and the machine was still not fixed.  Javan stated he needed a different cable and that he could have it overnighted to arrive on 8-22-23.  I did not receive the cable on 8-22-23 and when talked with Javan, he said it was not ordered and he would not be here on 8-23-23.  Luis was not returning my calls or texts.  After 9 months of not being able to treat patients, we called in another laser repair company to see if the laser could be fixed.  They came out, opened the machine up to find that wires inside had been rerouted, parts were missing, parts were soldered together that should not have been soldered.  It was NOT a refurbished machine and it potentially could have harmed patients with all the rerouting that had been done.   They ordered the necessary parts and repaired the machine and brought it back up to Lumenis standards and calibrated it and gave us a report.  This cost us $9,645.00 and the machine is working.  They took photos of all the missing parts, rerouted wires, soldering inside the machine.  I sent the repair bill with the photos to Luis and he is refusing to reimburse us for this expense.  I am writing this so other medical offices are aware of this unethical behavior and to not purchase from him.  I have filed with the BBB and the OIG and am waiting on hearing from them as well.  BUYER BEWARE when purchasing from Luis Vargas and Used Eye Equipment!
