You need to mind your own business, not worry about Verizon's corporate structure. And they don't need a business license; one is only required if they are offering services to the general public. Since this is an internal subsidiary that just holds trademarks, it doesn't need a city license. And they are properly registered in both Delaware and DC, so not sure what you are smoking.
