I was also ripped off. In fact, the web-site kept stating that I had not entered my credit card info correctly and it was denied. So i re-entered my information, multiple times. I was charged each and every time.
Turns out all the software does is a NetBIOS scan for file shares on the Internet. That's not legal peer-to-peer file sharing, that's hacking. I wanted no part of that.
I have sent multiple emails, called the 866 number. So I decided to contact the New York Attorney General's office in Rochester. Their contact info is:

I haven't heard back from them yet, but it can't hurt to try. I suggest that everyone that has been ripped off by 247downloads.com contact the Attorney General and file a complaint. I will come back here and update this site when I have more news.

I just heard back from Bob O'Connor in the Rochester office of the New York Attorney General. He took my info and asked me to file a formal complaint at: http://www.oag.state.ny.us/online_forms/complaint_alert.jsp, which I did.
He also took the address of 247Downloads and said he will investigate. I mentioned this site to show that many people had been victim to this scam, and he requested that I reference it in the complaint.
I will keep everyone updated when I hear more from NY. I hope this works and we can put these scammers out of business.
