319 Web Studios Chris Owens Collected my money for services and never completed the website. internet

I own a business owner and post locally to craigslist to advertise my business. The sole worker and owner, Chris Owens, of 319 Web Studios had contacted me about establishing a website for my business. He quoted me a low price and was reassuring when he said that he can start a website that would help to promote my business. I agreed and had sent the payment threw Paypal. Chris had contacted me only once after that to notify me that he had a draft set up and would need further information to complete the website. The web page draft was very little detailed and looked like he had taken clipart images. Needless to say it was nothing like I had wanted or discussed to him about. I then had tried to contact him several times to change the draft after a month of no reponse from him I had my secretary contact Chris from another phone number and he FINALLY answered he had spoke briefly with my secretary but still promised the website along with the changes I had requested. It's been almost 3 months now since I've heard from Chris. My secretary and I have both called, leaving voicemails and several email attempts and he just ignores them all. He took my money and I have no website.
