AAA Japanese Imports Dina Hoover Sent us a junk motor and now will not refund our money, Internet

We purchased a motor from the owner of this company. She charged our card $1595.00 but would not give a tracking number.She said it would take three days to get to us, when it didn't arrive I started calling her asking for a shipping number. She would avoid me hang up on me and was always rude to me. I called southeastern freight they said nothing had been shipped to us. I called her she said it was, I then told her no tracking number I wanted a refund. After I talked to her told her I wanted a refund

she ended up shipping  it out the day I asked her for a refund at like 6 pm houston time which is two hours behind us. We did finally get the motor but thankfully it was damaged in shipping so we returned it. Now she will not refund our money. She will not even take my calls now, she says the money has been refunded but it has been at least 3 weeks since the motor has been returned to her. I have a claim in with the Houston PD the local PD and the FBI internet crimes unit. This company has screwed over a lot of people. Every time I call she says she can't talk to me that I have been harassing her. I don't believe it is harassment to be asking for my money back.
