It is a scam

AUTHOR: FloridaNative - ()

If you look at the sheer number of reports on this website alone as of today there are 797 reports for "ACS".

They are a scam operation that has been around for a long time. You can read the reports here and also read up on the scam at FTC(dot)gov. Don't contact the scammer. They send out the email to see who bites. If you contact them, they know they can scare you into sending them a payment through an untraceable method like Western Union, Money Gram etc.

Delete the email. Ignore the scammer. Nothing they say is true.
