ACS inc Tried to get me to pay a bill i don't owe? REALLY??? Internet

This is a direct copy/paste from the email i received.  I called the number and they told me it was for a payday advance loan i took out in November of 2010, yet I did not do this, so I knew it was a ploy to get my information.  The part that really concerned me, is that they have first and last name info, as well as last 4 of my SSN.  The only place I have put my SSN in at, is taxact.com, so i have to wonder if they are hacking that website to get information.

This is in reference to your Account number 3570-25 with ACS in order to notify you that after making several calls to you on your phone number, we were not able to get hold of you. So the legal department of ACS has decided to mark this
case as a flat refusal and press charges against you. 

Your account with ACS is in Final Collections. According toour records, your outstanding balance is $945.67

Do revert back if you want to get rid of these legal consequences and make a payment arrangement within the next 48 hours or else the case will be downloaded against you.
