On the 8th of April 2009 my cargo was sent to Riga instead of St. Petersburg Russia. The documents given to me from Air Parcel Express state the Port of Discharge is in St. Petersburg: Booking Confirmation, LCL DOCK RECEIPT, Conterm document, which is dated 03/10/09.
On the certificate of cargo insurance from ACIS it states that Voyage to St. Petersburg, Russia .
In case of damage to my cargo a Surveyor in St. Petersburg was to be contacted, but my cargo was sent to another country instead of Russia so this could not be done.
Penta Maritime Agencies Ltd, was contracted to transport my cargo from Riga to Russia, which Air Parcel Express failed to inform me at the time I request that my cargo be sent by ship to a port in St. Petersburg Russia.
This company that unloaded my cargo in Riga did not inform me that one of my crates was damaged on arrival. Also when I confronted this company about the problems and extra cost that I was going to have to pay they threaten my wife twice by telling her that drugs could easily be placed in my cargo.
I was accepted to live in Russia this past year, so the charges by customs for me to bring my household goods to Russia were to be minimal. The fees in Belgorod Russia, by customs was Zero and Storage for the day was half the normal cost, which came to 1291.20 Rubles. This is because I had special documents to live here and became my wife lives in Russia.
Because I had to pay charges in Riga the customs paper work had to be redone again once my cargo came into Russia. So I had to pay for paper work to be redone so that my cargo could be transported from Moscow to Belgorod Russia.
I also could not go through customs in Moscow because the Port of Discharge was in Riga instead of St. Petersburg. The paperwork from Riga also had several mistakes. I had to pay extra for a special transport truck from Moscow to Belgorod.
The trucking cost was 12885.36 Rubles more than needed to be.
Customs paper work in Moscow cost 8114.64 Rubles and storage fees at Moscow Customs cost 15978. Rubles.
Total cost which I would not have had to pay was 36978 rubles if the Port of Discharge would have been in St. Petersburg instead of Riga .
I have been informed ACIS the Cargo Underwriting Agency, that they more than likely will not cover any of the damages to my cargo. I paid a fee of $125 to Air Parcel Express for insurance to cover any damages to my cargo.

Dear Andy, under your terms #21. (C). "If the goods cannot be found at the port of discharge or place of delivery, or if they be miscarried, they, when found, may be forwarded to their intended port of discharge or place of delivery at the Ocean carrier's expense".
It was at my expense and not the carrier's.

Please look up the term "Port of Discharge" It is a shipping term and only has one meaning:
"Port where vessel is off loaded and cargo discharged"
On my LCL Dock Receipt dated January 7, 2009 it states the Port of Discharge. St. Petersburg.
Port of Destination: "Intended final arrival Point of a ship or shipment"

My " Booking Confirmation" States the Port of Discharge St. Petersburg. "Place of Delivery by On-carrier" is left blank.
On Conterm document dated March 10,2009 the Port of Discharge is St. Petersburg and "Place of Delivery" is left blank.
On the bill from Riga it does state the word "Destination". BUT YOU SHOULD MAKE THE FOLLOWING NOTE IN YOUR RECORDS. THIS IS THE THIRD SHIP THAT APPEARS IN MY DOCUMENTS NOW.

It was stated on the phone to your employees that I wanted my cargo to go to the Port in St. Petersburg. I made it very clear. It is also why I sent your company a copy of the document which allowed me to live in Russia in the first place. I did a lot of research before I chose your company. I did a lot of research about the Port of discharge and the fees that I would be charged in St. Petersburg.
Know one in your company bother to contact me when I asked about tracking my cargo and more than likely they did not because they could not track what ship my cargo had been put on.
I keep very good records. When you look at what is written on all of my documents there is only one meaning to where my cargo was to be delivered and that was at the Port of Discharge in St. Petersburg.
When you make the following statement "Your cargo was routed via Riga and arrived at the port of destination as specified" it is misrepresentation of facts, which you have in your possesion.

Dear Paul:
I am going to review this file to see if there are any errors. As part of our protocol we have to confirm all our logistics prior to cargo acceptance and we inform you on the booking confirmation. Your cargo is insured and our service was just to St. Petersburg as confirmed and booked. The on-forwarding to St. Petersburg is via Riga. I am concerned about your statement pertaining to your wife and will investigate this. The insurance adjustor will perform and your claim will be taken care of. This is a particular dificult part of the world but our service is top notch as proven by the fact that your cargo arrived. We do not inform clients if cargo is dammaged en route if this information is not relayed by the overseas agent, and in fact the damage survey is done by the insurance surveyor at port of destination and not in Riga as Riga is an on-forwarding station. What you paid in Riga looks like port fees but I will find out.
I will post a final review of this file in days to come.
