Alliance One Annuity Three months and they still have not transferred my funds from my annuity into my rollover IRA

I have been trying to transfer the funds in my annuity to a roll over IRA for three months. Alliance One does not have a web site and they will not give me a physical address. All I have is a phone number. Everytime I called them they told me something different. I have given them everything they have asked for and they have told me it will take up to 60 days to transfer the funds. It has been 60 days since I started this process.
