American Voice Link rip-off! Fraudulant charges on phone bill. Nationwide

I received a false charge on my phone bill of $23.94 nev telco billed on behalf of American Voice Link. It stated there that I made a call on Jan 6, 2004 at 900-263-7196 number. And I receved this charge just now - on April 6 2004.

I never made this phone call and my local phone company (SouthWestern Bell) tells me that it's my problem and responsibility and that I should call to American Voice Link to waive the charge. The only phone number American Voice Link provided is 1-888-301-3724 (their customer service) and, of course, there is NO WAY to reach them on that phone number. I'm getting just silence, no any ring tone, on the other end when i dial that number. I also see that happened to other people. What we can do to stop this company?!
