Arnold and sons plumbing Water shutoff valves in the wall!?!? Peoria Illinois

I had a bathroom tub faucet installed in my rental house by Arnold and Sons plumbing of Peoria, Il. There was no access to the plumbing so they had to cut a hole in the wall so the faucet could be installed. I understood that and that is fine. My problem is they installed shutoff valves in the wall. That hole is to be covered. When I told them the valves need to be moved into the basement where they could be accessed I was told, " it would be too much work". The boss, Randy, said the valves were installed there because the tenants were complaining about the water being off. The tenants said that is untrue. They made arrangements with a relative who lives nearby to go there if needed. Randy did finally say they would relocate the valves for an additional $300. I already paid $1000.00 for the installation.That amount should have included proper installation of the valves. Rumor has it that not all their plumbers are certified too.
