Baja Motorsports Refuses to honor emissions carburation warranty imposed by state federal Govt's. Tempe Arizona

Let me start by saying the vehicle, Dune 150 is not in California, it is in France. It was purchased at Pepboys in California. From day one it never ran right. Service was contacted and I received the standard 90 day warranty policy, Bla Bla Bla. My problem was carburetor/emissions issues. Only after refering "Karl" to the California Air Resources Board, (CARB) website did he change his Bla Bla Bla, his company is facing a $10,000 fine for these violations, if he refused to repair the vehicle. Note! check your state websites they have similar laws like California. Note! If you do not have a State law the Federal emissions law kicks in and "Karl" needs to fix your vehicle, by law. California Law has no pull in France, However Baja Motorsports still has one more problem a Federal law exist which provides warranty "parts" no matter where the vehicle is. I have asked "Karl" for the $ 20.00 worth of parts. He refused, and said so in writing.
