Regarding: Felony Hit and Run on myself on October 22, 2001 by Valley Steel Supply (Dba Debill Investments). St. Paul Fire and Marine Insurance Company Tracking Number JH01202, Claim Number BA00974150-09T001

Dear Mr. Cohen,

I wish to make a Registered Complaint to the Arizona Department of Insurance against St. Paul Fire and Marine Insurance Company. Also St. Paul Fire and Marine Insurance Company agents Ms. Diane Messer, and Mr. Ken Scroggins. These two agents have conspired to Cover up this matter of a Valley Steel Supply (Dba Debill Investments) truck/trailer hitting me. Mr. Bill Burnstein owns Valley Steel Supply (Dba. Debill Investments), which is located in Peoria, Arizona. This Registered Complaint to you will be sent to the Governor, Arizona Department of Public Safety, Media, etc. Because I was very badly hurt, and the Valley Steel Supply (Dba Debill Investments) truck driver tried to leave me by the side of the Freeway. My wife had to help me out of bed many mornings after this accident, to go to the Doctors.

1. On October 22, 2001 a felony hit and run on myself was done by a Valley Steel Supply (Dba Debill Investments) truck/trailer on I-10 West here in Phoenix, Arizona. The driver hit me then took off. The license plate number on the trailer was K17908. See letter to Mr. Bill Burnstein who owns Valley Steel Supply (Dba Debill Investments).
2. On October 22, 2001 called the Phoenix Police at (602) 262-6151. They said that since I chased the driver I could not file a Police Report.
3. On October 22, 2001 other persons called the Phoenix Police, and they said the very same thing to them.
4. On October 22, 2001 called State Farm Insurance Company and they had an Enterprise Rental Car waiting. Claim Number 03-3260-362. Policy Number 26-4635-F01-03.
5. On October 22, 2001 State Farm insurance Company told me that I did not have Medical insurance. See letter that State Farm Insurance Company sent.
6. On October 22, 2001 Mr. Bill Burnstein reported to his insurance company about the accident. See letter. His telephone number is (623) 878-0484.
7. On October 22, 2001 my Corvette was taken to Midway Chevrolet. Massive damage. See bills, and photographs.
8. On October 22, 2001 Enterprise Rental telephone number (602) 504-3622 called the Phoenix Police, and they were told the very same thing.
9. On October 22, 2001 State Farm Insurance Company went to look at my Corvette (my toy).
10. On October 22, 2001 State Farm Insurance Company called St. Paul Fire and Marine Insurance Company, and was told that they would pay for the repair of my car. State Farm telephone number (602) 942-9202.
11. On October 22, 2001 went to the Doctors as I knew that I was hurt but did not know how badly. See Medical Reports from October 22, 2001 till my Release Date of December 27, 2001.
12. On October 24, 2001 received a letter from Mr. Bill Burnstein, this was sent to him from Bernard, Dietrich & Associates.
13. On October 24, 2001 Ms. Linda Haning of Bernard, Dietrich & Associates told me in a telephone conversation. That the driver on that October 22, 2001 morning heard a loud thunk and saw rubber fly. He said that he thought that he had blown some trailer tires. If he had thought this he should have stopped but he knew that he had hit me, and that is why he did not stop. 14. Had to go to the Doctors (6) days a week.
15. Filed a Police Report with the Arizona Department of Public Safety (DPS). They have all of the photographs, Medical Reports, etc. With DPS Officer Randy Anglin, Badge #4567, telephone number (602) 223-2531. I have never had an automobile accident or traffic ticket.
16. On November 1, 2001 received a letter from Ms. Diane Messer of St. Paul Fire and Marine Insurance Company. This letter is (10) days after the accident, and she never tried to contact before this date.
17. On November 7, 2001 Ms. Diane Messer of St. Paul Fire and Marine Insurance Company sent out a letter to me whereby she denied the claim without even talking to me. I did not receive this letter until November 9, 2001. She was slick she thought, in doing what she did. In other words she denied the claim from the very first without an investigation.
18. November 8, 2001. See Recorded Statement of the accident taken by Ms. Diane Messer of St. Paul Fire and Marine Insurance Company. This Recorded Statement was take by telephone on Thursday November 8, 2001 at 9:50 a.m. MST. Right after the Recorded Statement was done she told me that she sent out to me on November 7, 2001 a letter denying my Claim. Why did she even bother calling me for a Recorded Conversation? Just part of her Cover up. Because she never did an investigation. Her telephone number is (602) 678-3483.
19. November 9, 2001 received the letter from #17. I want Ms. Diane Messer of St. Paul Fire and Marine Insurance Company Insurance License Revoked over this matter. She has acted in an illegal, reckless, and criminal manner in doing a Cover up.
20. On November 10, 2001 Ms. Diane Messer of St. Paul Fire and Marine Insurance Company on the telephone said that she doubted that there was an accident, that I was not injured, and that there was anything wrong with my Corvette. She said that I must have had another accident, and been injured before. Her Conduct in this matter borders on Criminal, and in other words she had not checked out anything. Ms. Diane Messer of St. Paul Fire and Marine Insurance Company had not talked to Midway Chevrolet about my Corvette, seen the Corvette, seen Mr. Bill Burnstein's Truck/trailer, or talked to my Medical Doctors. In other words she had done nothing, and I want her Insurance License Revoked.
21. On November 9, 2001 Ms. Diane Messer of St. Paul Fire and Marine Insurance Company sent to me a letter whereby she again denied the claim,
22. November 14, 2001received a letter from Ms. Peggy Croft of St. Paul Fire and Marine Insurance Company denying the claim. She sent out this letter on November 12, 2001.
23. Retained Mr. David Shtogren of Hastings and Hastings Law Offices. 4139 West Bell Road, Suite #3, Phoenix, Arizona 85053. Telephone number (602) 439-5267.
24. On November 15, 2001 Ms. Diane Messer of St. Paul Fire and Marine Insurance Company sent to Mr. David Shotgren a letter denying the claim.
25. On November 16, 2001 Mr. David Shotgren received a letter Mr. Ken Scroggins of St. Paul Fire and Marine Insurance Company again denying the claim.
26. On November 16, 2001 Mr. David Shotgren sent to Ms. Diane Messer of St. Paul Fire and Marine Insurance Company a letter requesting the drivers name and his drivers license number of Valley Steel Supply (Dba Debill Investments) who hit my Corvette then took off.
27. On November 29, 2001 Ms. Diane Messer of St. Paul Fire and Marine Insurance Company sent
to Mr. David Shotgren a letter whereby she would not give him any information. All that she did was to stonewall him on any information that he requested. She thought that she was going to do a Cover up.
28. From the date of the accident Ms Diane Messer of St. Paul Fire and Marine Insurance Company. Would tell Medical Doctors who called her that she did not want to talk to them.
29. On January 4, 2002 Mr. David Shotgren, and myself parted ways very peacefully and amicably because he is an Officer of the Court, he could not do what I wanted him to do. I am a very kind and peaceful person but no nonsense. Since Ms. Diane Messer of St. Paul Fire and Marine Insurance Company was stalling us, and telling us to go pound sand I decided that I needed to do what I wanted to do. Mr. Shotgren has sent a letter to Ms. Peggy Croft of St. Paul Fire and Marine Insurance Company telling her that we parted ways.
30. On January 7, 2002 Mr. Ken Scroggins of St. Paul Fire and Marine Insurance Company called me to tell me that he was denying my claim. The Story this time is that I ran into the Valley Steel Supply (Dba Debill Investments) truck/trailer. It is so very strange that I was struck on the driver's side of my Corvette. The next Story from St. Paul Fire and Marine Insurance Company will be that the Tooth Fairy or Osama Bin Laden hit me. He came to Phoenix, Arizona and hit my Corvette. Maybe it was Elvis Presley? Sounds as great as any other Stories that St. Paul Fire and Marine Insurance Company has come up with. Take your pick of Stories, because St. Paul Fire and Marine Insurance Company have some real beauties.
31. All that I have ever asked for from Day One is that my Corvette is repaired to the mint showpiece condition that it was, and my Medical Bills paid. All that I have heard from St. Paul Fire and Marine Insurance Company is out and out pure horse hockey. I ask that St. Paul Fire and Marine Insurance Company License in Arizona be Revoked.
32. Everyone believes that there was an illegal alien driving the Valley Steel Supply (Dba Debill Investments) truck/trailer on October 22, 2001. The driver knew that he had hit me, and then he did a Felony Hit and Run on me because he was an illegal alien. Mr. Bill Burnstein owns Valley Steel Supply (Dba Debill Investments). Illegal aliens cannot drive trucks in Arizona.
33. Illegal aliens on the streets/roadways are causing accidents and the insurance corporations will not pay. How come American Citizens are victimized time and time again by illegal aliens? Corporations knowingly hire these illegal aliens then allow them to drive construction trucks, steel trucks, etc. Driving is a privilege not a right. The accident rates, here is Arizona with illegal aliens driving on the roadways/streets is beyond belief.
34. Is Ms. Diane Messer of St. Paul Fire and Marine Insurance Company trying to do a Cover up for #32 and #33 at my expense?
35. I am owed $48,300.00.
1. I am owed $1, 291.16 for automobile rental.
2. Diminished value of my Corvette.
3. Strength Training Inc. is owed for Therapy.
4. Dr. Grozier at Emergency Chiropractic is owed for X-Rays, etc.
5. Dr. Scott Steingard at Steingard Medical Center is owed.
6. Arizona Diagnostic Imaging Inc. is owed for MRIs and Report.
7. Repair of Corvette $7, 841.00.
8. Will have to have Medical treatments for up to one year, and this is in the Doctors Final Report
9. Never asked for lost wages, pain, and suffering.
10. Was out of work for almost three months due to this Felony Hit and Run.

I ask that this matter be resolved, as an attorney cannot do anything because of the Cover ups from St. Paul Fire and Marine Insurance Company. I also ask that their Insurance License be revoked in Arizona. I ask that this matter become a matter of Public Record. Because it borders on Criminal, and Reckless Conduct by St. Paul Fire and Marine Insurance Company, and their agents Ms. Diane Messer/Mr. Ken Scroggins. I want the Public to know what this Insurance Company is capable of. I further ask that this matter be referred to the Arizona Attorney General's Office.
