Brian contracted with client to come to his home as an adult entertainer. After services were rendered he defrauded client by pretending to pay thru a cash app then later declining payment and refusing to pay for services rendered. He also had client incur expenses on his behalf and did not reimburse client. During the course of the afternoon Brian was observed several times to try to contact a man to solicit prositutes. He also excessively used crystal meth. He uses the website seeking arrangements to target victims.
