the state of California makes the institutions like banks to give them( to the state) the money of inactive accounts.

then when people try to get their money back they give them a run around asking for all kinds of documents that do not exists

of these "do not exists" documents.

What possible reason could the state have for stalling?

They don't benefit for the funds on hold.
