CARNIVAL DREAM CRUISE CARNIVAL IS ABOUT THEM AND NOT YOU Internet

i booked a birthday cruise 1-26-13 for a 7 day cruise. i booked through carnival planner . i was upgraded to a spa room i asked if it was a smoking balcony i was told yes ! i have been on 7 cruises and know the rules about smoking . i made 2 calls back to the cruise planner and asked are you sure i can smoke he again said yes with that said i go on the cruise. to my surpise i was in a no smoking balcony . i called front desk and all they could say was am sorry!!! this went on for 3 days ! i sent a email to carnival and  they said sorry and come back and we will give you a 200 credit on the boat when you come back ! i am very very upset . this is the 2nd time i have had a bad experience with the same boat !! please help
