I just moved and was assigned a new phone number and these people started calling immediately. They do not answer the phone, just hang up on you. They call at anytime during the day.

One time I answered the phone and didn't say anything, just pushed the talk button and I could hear someone breathing on the other side. They sat there for a few seconds before they realized that the phone wasn't ringing anymore and then they hung up on me.
I think that a class action suit or the FCC needs to be involved. I'm going to the FCC website after this to file a complaint there, if it's possible.

It's disgusting that more states do not have better laws to protect the people from this kind of garbage.
I am also keeping track of calls and filing a police report on these people.
